The Strategy is the culmination of considerable analysis, consultation with experts, industry and the public, and an extensive body of original research.

Commissioned in 2017 by the Building Ministers’ Forum (BMF) to assess the effectiveness of compliance and enforcement systems for the building and construction industry across Australia and to examine a range of issues outlined in comprehensive terms of reference for their work. in particular the report focusses in a succinct way on shortcomings in the implementation of the National Construction Code (NCC).

Specifies the minimum requirements for the design and construction of unreinforced, reinforced and prestressed masonry, and the design of wall ties; includes an increased use of performance-type specification of requirements and the virtual work method for the design of unreinforced masonry subject to wind or earthquake loads; it also includes the design and construction of AAC, and provides additional requirements for the design of structures subject to earthquake actions.

The 2009 edition of AS 3959 is amended as follows; the amendments should be inserted in the appropriate places.

The 2001 edition of AS 3600 is amended as follows; the amendments should be inserted in the appropriate places.
